Are my files on my laptop or desktop computer backed up?

The recommended place to store your documents and files is in your H: "Home" drive or in your Google Drive using Drive File Stream. Data stored in your Windows "H:" or "home" drive is backed up on a regular schedule as that data is stored centrally in the buildings. Data stored in your Google drive is stored both locally on your PC and in Google's cloud service.
We do not backup data from the Documents or Downloads folders on individual PCs.
